Entering Israel, What Must You Bring:

Foreign nationals

  1. Foreigners must present a valid Passport and an Entry Permit. 
  2. One may fly until, and including, the expiration date on the Ishur, Entry Permit.


  1. Foreign nationals must have an entry permit issued by the Population and Immigration Authority. 
  2. Without this permit, boarding will be denied.

Israeli Citizens:

  1. Israelis must present their Israeli passport or their Teudat Zehut, (Israeli personal identification). 
  2. If you stay out of Israel for 72 hours or longer, you must take a PCR test within 72 hours before the scheduled departure time to Israel. 
  3. Travelers will be permitted to board a plane if they present the negative test result   written in English that has the traveler's passport number on it.


  1. If you transit to Israel, and the time between the first departure and the departure to Israel is 24 hours or more, you must take a PCR test within 72 hours before the scheduled time of departure to Israel.
  2. If access to testing is limited: you can petition the Exceptions Committee to be permitted to enter Israel without a PCR test, but only on the basis of humanitarian grounds or proven difficulties accessing testing facilities.

All passengers traveling to Israel:

  • All passengers traveling to Israel, regardless of age, must present a negative PCR Covid test which was taken within 72 hours of departure. Rapid or antigen tests are not accepted. 
  • This requirement applies to all people arriving in Israel, including vaccinated and recovered travelers.

Entry Statement form:

  1. All passengers entering Israel must fill out this health declaration form within 24 hours of the scheduled departure to Israel. 
  2. If completed successfully, you will receive an email stating that you are permitted to board your flight. 
  3. If you receive a rejection, it is most likely because an answer was filled in incorrectly. 
  4. Open the link again, and resubmit, while reading each question carefully.

  2. Provide information of every person who has been traveling with you to the same locations as you have within the last 14 days.
  3. Itinerary information: Details of the places that you have visited over the last 14 days.
  4. Follow-up guidance: Receive restrictions relevant to the passengers reported in this form.

Pre-departure PCR test:

  1. When you check-in, you must present your negative PCR test result to airline staff. 
  2. Law enforcement officers might ask you to present your negative PCR test result when you arrive in Israel

Pre-departure PCR test:

  1. All passengers, regardless of age arriving in Israel are tested for COVID including vaccinated and recovered travelers. 
  2. When you arrive in Israel, you must take a COVID-19 test at your own expense. 
  3. This test is in addition to the test that you must take before departing to Israel.

Paying for the PCR test on arrival:

  1. After you submit the form, you can prepay for the PCR test that you must take on arrival in Ben Gurion International Airport. 
  2. If you prepay, you will get a 20% percent discount. The test costs NIS 80 if you prepay, and NIS 100 if you pay at the airport.

  2. Exemptions are automatic for those who have received both vaccine shots in Israel or are listed as recovered with the Israeli Health Ministry.
  3. Passengers who were vaccinated or recovered abroad will need to enter quarantine upon arrival in Israel. 
  4. However, they may obtain an exemption by doing a serological (antibodies) test in Israel. 
  5. Results from abroad are not accepted; tests must be performed in an approved laboratory in Israel. 
  6. Once you receive proof of antibodies, you must contact the Ministry of Health via this online form, and wait for a response stating that you may exit quarantine.

On board the aircraft:

  1. Wear a mask. 
  2. Everyone six years of age and older must wear a mask on board the aircraft. 
  3. Travelers required to enter isolation on arrival and must wear a mask while they are at the airport and during travel to the isolation accommodation.
  4. Social distancing: For the sake of your health, stay away from people who do not live with you.
  5. Practice hygiene: Wash your hands with sanitizers.
